Balancing Historic Preservation with Modern Compliance 

Undertaking renovations in a century-old building comes with unique complexities—especially when the structure is a designated New York City Landmark like the Aguilar Branch Library in East Harlem. Under a $15 million renovation effort spearheaded by Shawmut Design and Construction, the NYPL aimed to create an inclusive, state-of-the-art community hub while respecting the building’s historic integrity. 

However, transforming a 120-year-old building meant aligning with strict municipal guidelines, notably the NYC Department of Buildings’ Policy TPPN 10/88. Every aspect of the renovation—from documentation and monitoring to inspection—had to meet stringent standards to avoid compliance issues, delays, or costly remediation. 

SOCOTEC was selected through a rigorous RFP process to provide expert-led inspections and project oversight, ensuring the library’s transformation met regulatory and structural demands at every phase.

The solution

Integrated Inspection and Monitoring Strategy 

To support the renovation of this historic landmark, SOCOTEC implemented a fully integrated inspection and monitoring strategy from preconstruction through project completion: 

  • Detailed condition surveys of neighboring properties were conducted to create a pre-work reference point. 

  • SOCOTEC developed a monitoring plan fully aligned with DOB’s TPPN 10/88 specifications and the project's distinct parameters.

  • Installed and operated vibration, crack, and optical monitoring systems per code. Data was captured in real time, with weekly summaries and instant alerts triggered by any anomalies.

  • Assisted NYPL in resolving DOB violations quickly and efficiently, maintaining momentum and avoiding bureaucratic slowdowns. 

  • Oversaw all required inspections across the renovation timeline, meeting DOB mandates for progress and final approval stages. 

  • Inspected concrete, steel, masonry, and welds—verifying the integrity of foundational components.

  • Reviewed mechanical, electrical, and plumbing systems for compliance, including energy efficiency, fuel systems, and fire suppression systems. All on-site testing and engineering support was delivered by SOCOTEC specialists. 

  • Confirmed that fireproofing, fire alarm installations, and rated assemblies met code.

  • Conducted weld testing using non-invasive methods to validate structural soundness.

  • Leveraged SOCOTEC’s tablet-based management system to ensure transparent documentation and continuous project visibility for all stakeholders.
