What is Inherent Defects Insurance?
Inherent Defects Insurance (IDI), also known as latent defects insurance, provides long-term protection against certain defects that arise from the design, materials or construction of a building and are not apparent when the property is completed. It can only become visible months or years later, potentially resulting in significant repair costs, disruption and loss of asset value.
These defects may originate from:
- Design or engineering deficiencies;
- Structural design or construction issues;
- Defective materials;
- Inadequate specifications;
- Workmanship defects;
- Failures affecting the strength, stability or durability of the structure.

The key characteristic of an inherent or latent defect is that it is not reasonably apparent at the time of completion or handover, but may subsequently affect the safety, performance or value of the asset.
IDI can therefore provide an additional layer of long-term protection for property owners and investors while giving insurers an independent technical assessment of the construction risk.
SOCOTEC provides independent technical inspection and risk assessment services to support the IDI process, helping insurers, developers, investors and other project stakeholders identify potential defects and technical risks throughout the design and construction phases.
Our role is to provide objective technical assurance through design review, construction inspections, risk assessment and technical reporting. SOCOTEC does not issue the insurance policy: the insurer remains responsible for underwriting and providing the IDI coverage.
Why is independent technical inspection important for IDI?
The effectiveness of an IDI policy depends in part on the quality of the technical assessment performed before and during construction.
A defect that is identified during design or construction can generally be addressed more easily and at a lower cost than a defect discovered after completion.
An independent technical inspection helps to:
- Identify potential technical risks at an early stage;
- Challenge design assumptions;
- Verify compliance with applicable requirements;
- Monitor the quality of construction;
- Identify defects before they become latent defects;
- Document corrective actions;
- Provide insurers and reinsurers with objective technical information;
- Contribute to the long-term durability and reliability of the asset.
The earlier technical risks are identified, the greater the opportunity to address them before they become embedded in the completed asset.
IDI throughout the project lifecycle
Before construction
Identify and assess technical risks
Early technical review can help identify potential weaknesses before they become costly changes on site.
During design development
Challenge assumptions and improve technical robustness
Independent review provides an objective perspective on critical design elements, interfaces and construction details.
During construction
Verify implementation and identify defects
Site inspections help detect deviations, workmanship issues and potential defects while corrective action remains possible.
At completion
Document the technical condition of the asset
Final inspections and reporting provide supporting technical information for the insurance process and long-term asset protection.
What types of projects can benefit from IDI?
Inherent Defects Insurance can be relevant to a wide range of construction and real estate projects, depending on local regulations, market practices and insurance requirements.
SOCOTEC can support IDI-related technical inspections for projects such as:
- Residential developments;
- High-rise buildings and towers;
- Commercial and mixed-use developments;
- Hotels and hospitality assets;
- Hospitals and healthcare facilities;
- Educational buildings;
- Industrial buildings;
- Warehouses and logistics facilities;
- Retail developments and shopping centres;
- Major public or private developments;
- Complex construction projects.
In Saudi Arabia, the IDI framework applies to a broad range of qualifying private-sector developments, including residential, commercial, industrial, hospitality, healthcare and high-rise projects.

Why choose SOCOTEC for IDI?
Independent expertise
As a third-party technical expert, SOCOTEC provides an objective assessment of design and construction risks.
Multidisciplinary technical capabilities
IDI projects can involve multiple technical disciplines. SOCOTEC's wider expertise across construction, structural engineering, building envelope, MEP, infrastructure, geotechnical engineering, fire safety, environment and technical inspection allows complex technical issues to be considered in context.
SOCOTEC already provides multidisciplinary independent design verification on major infrastructure projects, including projects involving more than 20 technical disciplines.
Expertise throughout the project lifecycle
Our involvement can extend from design review to construction inspection and completion, creating continuity in technical risk assessment rather than treating each stage in isolation.
Local knowledge, international expertise
SOCOTEC combines local technical and regulatory knowledge with the expertise of an international network.
This is particularly relevant for international developers, investors, insurers and contractors working across different markets.
Beyond compliance: IDI as a construction quality tool
IDI should not be viewed solely as an insurance requirement.
When technical inspections begin early enough, the process can also become a project quality and risk management tool.
Independent review can help project teams:
- identify design weaknesses before construction;
- improve constructability;
- resolve critical technical interfaces;
- reduce rework;
- improve construction quality;
- strengthen documentation;
- reduce the likelihood of latent defects;
- protect long-term asset performance.
This is particularly important for large and complex developments, where technical decisions made during design can have significant consequences for construction cost, schedule and long-term asset performance.
SOCOTEC's recent Middle East analysis similarly highlights the value of starting independent review early, rather than treating it as a late-stage compliance exercise.

Inherent Defects Insurance (IDI) FAQ: coverage, duration, SOCOTEC's role
What is Inherent Defects insurance?
Inherent Defects Insurance (IDI), also known as latent defects insurance, provides long-term protection against certain defects in a building that arise from design, materials or construction and are not apparent at completion.
What does IDI or latent defects insurance cover?
The exact scope depends on the insurance policy and applicable local requirements. IDI generally addresses certain major inherent or latent defects that affect the structural integrity, stability or safety of a building.
What is the difference between an inherent defect and a latent defect?
In UK practice, these two terms are largely used interchangeably — and the insurance product itself is marketed under both names depending on the insurer or context. "Latent" refers to the hidden nature of the defect: it exists within the structure but remains undetected at the point of practical completion, only becoming apparent post completion, sometimes years later.
"Inherent" emphasises the origin: the defect was built into the structure from the outset, resulting from a flaw in design, workmanship or materials. A defect already visible and known at the date of inception is typically classified as a patent defect and falls outside IDI coverage.
The practical consequence matters. A concealed foundation failure discovered five years after handover, for instance, would be considered both latent and inherent — and is precisely the type of risk IDI is designed to address.
What is the difference between IDI and Building Control ?
Building Control is a statutory regulatory function — its purpose is to verify that a construction project meets minimum standards set out in the Building Regulations before and during construction. Once a Completion Certificate is issued, that obligation ends.
IDI operates on an entirely different basis. Rather than confirming regulatory compliance, it provides financial protection against structural defects that may only surface years after handover — defects that Building Control approval does not guarantee against.
A building can pass Building Control inspection and still develop a latent structural failure post-completion. In that scenario, the property owner would face significant repair costs with no recourse under a standard property policy, and no coverage from a Professional Indemnity Policy unless fault is established — a process that can be slow and costly.
IDI fills that gap directly, responding to the threat of imminent collapse or material structural damage without requiring proof of negligence, and can even cover alternative accommodation costs depending on policy terms — giving owners genuine peace of mind.
What is SOCOTEC's role in IDI?
SOCOTEC acts as an independent technical inspection and assessment body. Our experts review designs, inspect construction works and prepare technical reports that support the insurance process.
Does SOCOTEC provide the IDI insurance policy?
No. SOCOTEC does not issue the insurance policy. Our role is to provide independent technical expertise. The insurer is responsible for underwriting and issuing the IDI policy.
When should IDI technical inspections start?
Ideally, technical assessment should begin during the design phase and before construction starts. Early intervention provides a greater opportunity to identify and resolve technical risks before they become costly or difficult to correct.
How long does IDI coverage last?
The duration depends on the applicable market and policy. In Saudi Arabia, the mandatory IDI coverage period is 10 years from the issuance of the Occupancy Certificate, subject to the applicable requirements.
Who can benefit from IDI?
Developers, property owners, investors, contractors, lenders, insurers and reinsurers can all benefit from independent technical assessment associated with IDI.
