In Marcheprime, Gironde, LISEA is building the first railway maintenance and stabling site (SMR) dedicated to operators on the South Europe Atlantic High-Speed Line and all railway companies. Velvet will be the first operator to deploy trains there for service on the Atlantic axis in 2028.

The LISEA SMR (Maintenance and Stabling Site) is part of the opening up of high-speed rail transport to competition in France. Led by LISEA – concessionaire of the South Europe Atlantic High-Speed Line – it aims to provide rail operators with an independent infrastructure enabling them to maintain their rolling stock (high-speed trains, regional trains, Intercités).

Located in Marcheprime, between the Gironde forest and the Bordeaux–Arcachon/Hendaye railway line, the site spans nearly 14 hectares, including 28,000 m² of industrial buildings. It comprises two maintenance halls over 200 meters long, a wheel pit for train axle work, service and stabling tracks, as well as cutting-edge technical installations (washing machine, analysis equipment, predictive maintenance).

Construction began in September 2024 with a major site preparation phase, followed by construction works launched in April 2025. The anticipated duration is 33 months, with site delivery in November 2027 and commissioning in early 2028. As the first private railway maintenance site in France, this project represents a strategic investment of €250 million, with significant technical, environmental, and safety challenges, as well as a major economic impact on the region (200 jobs upon completion).

Description of assigned missions

Given the technical complexity of the project and the multitude of stakeholders involved, LISEA chose SOCOTEC for its recognized expertise in construction technical control and safety coordination on major infrastructure projects.

SOCOTEC teams support the project from its early phases to prevent risks, secure technical choices, and ensure the safety of personnel throughout the construction site.

SOCOTEC acts as an independent third party to manage technical uncertainties and ensure regulatory compliance of the structures:

  • Risk prevention related to the solidity, safety, and compliance of buildings, from design through to completion

  • Verification of compliance with standards and best practices (including: fire safety, energy performance, acoustics, geotechnics)

  • Active participation in technical discussions with all project stakeholders, within a proactive partnership approach

  • Mobilization of technical department experts on numerous complex aspects, particularly the reinforced concrete raft foundation (220 m x 60 m x 0.70 m)

  • Utilization of the BIM digital model to facilitate technical risk management

SOCOTEC also provides SPS coordination to ensure the safety of all stakeholders:

  • Site monitoring from the initial phases of land clearing, surveying, and archaeological excavations

  • Preparation of regulatory documents from the design phase:

    • DIUO: File for Future Interventions on the Structure
    • PGC: General Coordination Plan
    • In consultation with the project management and client: Prevention procedures related to co-activity
    • Assistance in preparing the Site Installation Plan (PIC)
    • Organization of joint inspections upon the arrival of new companies and service providers
  • CISSCT meetings (anticipated site workforce: 250 people)

  • Interface with LISEA and SNCF Réseau to anticipate risks related to railway connection

  • Specific management of risks related to work near operational SNCF Réseau tracks and at the forest edge (fire hazards)

  • Relations with the labour inspectorate, CARSAT, and emergency services
