Balancing heritage, performance, and compliance

Located along the Williamsburg waterfront in Brooklyn, the former Domino Sugar Refinery has undergone one of New York City's most remarkable redevelopment transformations. Once a symbol of the city's industrial heritage, the site is now being reimagined as a vibrant mixed-use destination featuring office space, residential buildings, retail offerings, and public amenities.

Originally built in 1856, the refinery was never intended to accommodate modern occupancy requirements. Redeveloping the site required far more than a traditional renovation. It involved integrating contemporary building systems and new uses within a historically significant structure.

One of the project's most distinctive features was the integration of a nearly fully glazed office structure within the preserved historic masonry shell of the refinery. This innovative design required careful coordination to achieve energy code compliance while preserving the building's historic character.

Our New York team provided coordinated code consulting and filing representation across the Domino campus, supporting approvals, phased occupancy, and complex regulatory alignment in a highly constrained redevelopment environment.

This 460,000-square-foot office building features a distinctive architectural concept: a fully glazed “glass box” inserted within the preserved industrial shell.

Key contributions included:

  • Supported energy code compliance for the glazed office-in-shell design using the historic masonry as a compliant shading element
  • Secured key DOB determinations enabling mechanical bulkhead compliance and design flexibility
  • Managed a phased TCO strategy allowing partial occupancy during ongoing construction
  • Conducted a DOB filing audit that identified and reduced redundant fees

This residential component required a sensitive Temporary Certificate of Occupancy (TCO) strategies:

  • Enabled phased residential occupancy with active construction above occupied floors
  • Coordinated tenant protection measures and DOB approvals for a complex mixed-use program

For the 545-foot mixed-use tower, SOCOTEC supported approval strategies in coordination with the broader design and engineering team.

Key efforts included:

  • Supported approval of a major design revision through Post-Approval Amendment coordination
  • Resolved FDNY access and sub-cellar compliance constraints through targeted determinations
  • Maintained zoning and bulk compliance for rooftop mechanical and elevator elements

This integrated approach helped maintain approval momentum, align design and regulatory requirements, and support phased delivery across a highly complex multi-building development.
