Project Management Assistance for the Secretariat-General of the European Parliament

Assistance à maîtrise d’ouvrage pour le Secrétariat général du Parlement européen.

The massive project to consolidate the various offices of the Secretariat-General of the European Parliament in Luxembourg posed complicated challenges in terms of security for the KAD Building. Socotec ensured that it was ‘business as normal’, providing protection for the strategic communications equipment whilst the work was going on.

“In order to increase the efficiency of our services, the authorities decided to consolidate all our various sites in a single location”, explains Thierry Nardin, Technical Engineer for the Secretariat-General of the European Parliament. “The proposed changes included the creation of 3,000 offices on a new 250,000 m² site, to incorporate the existing building (known as the KAD Building named after Konrad Adenauer), which in particular houses the Secretariat-General’s IT and communications systems. This existing building itself had to be renovated as part of a delicate multi-phase operation interspaced with the new construction work”.

A measurement campaign designed to track changes in noise levels, vibrations and cracks within the KAD Building allowed Socotec and the other companies to work together to manage the worksite risks in real time. A central computer was used to collate the readings taken by the sensors and, whenever a predefined threshold was exceeded, it automatically sent a text message and email to the various parties concerned. Finally, Socotec also provided the project management with a device for remotely accessing the latest data.
